That is not what we say. We say, “thank you for supporting local business.” We “thank you for supporting the Make-a-Wish Foundation.” We could even say “thank you for supporting the fire department,” if you are talking about those guys walking around in the street harassing/intimidating motorists into putting spare change into the rubber boots they’re carrying around.
But “thank you for supporting the DMV?” Nuh-uh.
I would have accepted “We’re sorry your registration fee rose this year,” “we’re sorry you had to wait at Jiffy Lube all lunch hour long for your safety/emissions tests” or “thanks for obeying the law.”
I obey the laws of the land for a lot of reasons, but none of them stem from my altruistic longing to support the DMV.
And I'm not sorry.

Hilarious.
This could easily be translated:
"Thank you for paying us so your car won't be impounded if caught with expired registration."
But you're right. Anything compulsory should not have a thank you for support attached.
